Calls Comprehensive Framework a Blueprint for Restoring Confidence, Transparency, and Accountability in Nebraska Elections
Lincoln, NE — Scott Petersen, Nebraska First Republican candidate and the Republican nominee for Secretary of State, today announced his full support for the newly released Model Election Laws Handbook developed by the Election Integrity Network and coalition partners across the country.
The handbook, available at ModelElectionLaws.com, provides a comprehensive framework for strengthening election administration through secure, transparent, and verifiable election procedures rooted in constitutional governance and public accountability.
Petersen called the handbook “one of the most significant election integrity resources developed in modern American history.”
“This handbook moves the conversation from slogans and talking points to actual solutions,” Petersen said. “It provides legislators, election officials, and citizens with a serious framework for restoring confidence in elections through transparency, accountability, and verifiable processes.”
The 116-page handbook includes model statutory language and policy recommendations addressing:
Citizenship verification
Accurate voter roll maintenance
Voter ID requirements
Election Day voting standards
Chain-of-custody procedures
Hand-marked paper ballots
Cast Vote Record (CVR) transparency
Post-election audit standards
Public oversight and accountability
Petersen emphasized that Nebraska should not operate in isolation while other states continue to evaluate and strengthen election safeguards.
“Nebraska has a strong tradition of civic engagement and public service, but public trust must continually be earned,” Petersen stated. “The American people deserve elections that are secure, transparent, auditable, and understandable to ordinary citizens, not systems that require blind trust in technology or bureaucracies.”
Petersen said the handbook aligns closely with many of the reforms he has advocated throughout his campaign for Secretary of State, including meaningful hand-audit verification, stronger voter roll maintenance, expanded transparency surrounding digital audit records, and restoring public confidence through openness rather than defensiveness.
“Transparency should never fear scrutiny,” Petersen added. “If our systems are secure and accurate, then openness only strengthens public confidence.”
The handbook was developed through collaboration among election integrity advocates, attorneys, policy experts, former election officials, and citizen volunteers from across the country who have spent years researching election administration processes and identifying best practices.
Petersen also praised the work of grassroots election integrity advocates nationwide.
“Thousands of Americans have devoted countless hours to studying election systems, public records, cybersecurity, chain-of-custody procedures, and statutory frameworks because they care deeply about preserving trust in self-government,” Petersen said. “Their work deserves respect, not ridicule.”
Petersen pledged that, if elected, his administration would carefully review the handbook and work collaboratively with Nebraska lawmakers, county election officials, and stakeholders to identify reforms that strengthen transparency, accountability, and public trust while respecting Nebraska law and local administration.
“The foundation of self-government is public confidence in elections,” Petersen concluded. “Nebraska should strive to lead the nation in openness, verifiability, and election integrity.”
